Moving the System for Serving Children with Mental Health Needs Towards Transformation

The state of Florida has started the process of transforming the mental health service system so it is consistent with the goals outlined in the report of the President's New Freedom Commission (2003). (See Appendix A to review the goals from the Commission's report.) While the Department of Children and Families (DCF) is taking the lead in this effort, its success depends on the cooperation of multiple systems, and AHCA, as the main source of funds for services for children in the public sector, is a critical resource and stakeholder in this effort.
Therefore, this study was designed to integrate data regarding the need for mental health services, resources, and strategies for systems change and local transformation efforts. This study will be of service to policymakers and other stakeholders in a) describing the needs and the state of the children's mental health service system, b) highlighting core issues related to the implementation of system transformation, and c) describing the degree to which needs, resources, and strategies are aligned with the transformation agenda. This study is divided into three related parts:
