Florida's Agency for Health Care Administration (AHCA) began implementing managed behavioral health care in March 1996. For the past 8 years, under contract with AHCA, we, at the Louis de la Parte Florida Mental Health Institute (FMHI), have been conducting a series of integrated, multimethod evaluation projects. Th ese evaluations are designed to assess the eff ects of the Prepaid Mental Health Plan (PMHP) demonstrations on access, cost, quality, and outcomes of services relative to alternative managed care arrangements administered through health maintenance organizations (HMOs), and to the traditional fee-for-service (FFS) fi nancing arrangements. In this report, we present the year 3 fi ndings for the demonstration project implemented in November 2001 in the Florida Panhandle region, AHCA Area 1, as well as fi ndings from year 8 of our continuing evaluation of the PMHP operating in AHCA Area 6, the Tampa Bay region.
