Evaluation of Medicaid-Funded Out of Home Alternatives for FY 2009-10

This report reviews the status of youth served in the three medicaid funded out-of-home treatment programs for youth in Florida Statewide Inpatient Psychiatric Programs (SIPPs), Therapeutic Group Care (TGC), and Specialized Therapeutic Foster Care (STFC) programs. The report addresses evaluation questions relate to each program and the introduction of trauma-informed interventions and organizational approaches across the programs. The themes and issues addressed in the five sub-studies of the report included a review of trends for each program for four fiscal years (FY 2003-04 through FY 2006-07) regarding demographic and clinical descriptions of the youth, services use and costs post-discharge from SIPP, TGC and STFC, antipsychotic medication use during SIPP stays, youth outcomes including Baker Act initiations and justice involvement, and the use of trauma-informed care in these settings. The methods include analyses of state level administrative datasets and training and technical assistance activities.
