This report reviews the status of youth served in the three Medicaid funded out-of-home treatment programs for youth in Florida, Statewide Inpatient Psychiatric Programs (SIPP) Therapeutic Group Care (TGC) and Specialized Therapeutic Foster Care (STFC). The report addresses evaluation questions related to these programs as well as systemic issues concerning the role of outof- home care treatment alternatives in Florida. The themes and issues addressed include demographic and clinical descriptions of the youth, service use and costs pre- and post- discharge from SIPP, TGC and STFC, antipsychotic medication use during SIPP stays, youth who are involved with juvenile justice before, during and after out-of-home (OOH) admissions, and the use of trauma-informed care in these settings. The methods used include analyses of state level administrative datasets, key stakeholder interviews, and site visits.
