Evaluation of Florida's Medicaid Managed Mental Health Plans: Mail Survey Component

This report summarizes the responses of 431 adult and 325 caregivers of child Medicaid recipients living in AHCA Area 11 who participated in a mail survey conducted by the Louis de la Parte Florida Mental Health Institute (FMHI) during 2008. This will be the last report based on findings from the mail survey developed by FMHI as the ECHO survey has replaced this survey in the 2009 mailing. This work was conducted as part of the evaluation of Florida's Medicaid managed mental health care implementation and was completed under a contract with the Florida Agency for Health Care Administration (AHCA). The goals of this component of the evaluation are to obtain and monitor a variety of Medicaid recipient indicators including their health and mental health status, service needs and use, and satisfaction with services. The findings summarized in this report are based on surveys conducted in AHCA Area 11 during the spring of 2008 (February through April) approximately three years after some managed care entities had begun implementing managed mental health care in this area. At the time of this survey, all managed care entities had assumed risk for provided community mental health services. In addition, the Health Maintenance Organizations (HMOs) were also at risk for physical health care and pharmacy.
