Description:

This report reviews the status of youth served in two Medicaid funded out-of-home treatment programs for youth in Florida, Statewide Inpatient Psychiatric Programs (SIPP) and Therapeutic Group Care (TGC). The report addresses evaluation questions related to these programs as well as systemic issues concerning the role of out-of-home care treatment alternatives in Florida. The themes and issues addressed include demographic and clinical descriptions of the youth, service use and costs pre- and post- discharge from SIPP and TGC, antipsychotic medication use before and after out-of-home mental health treatment, the use of trauma-informed care in these settings, and the service trajectories of youth across out-of-home settings. The methods used include analyses of state level administrative datasets, key stakeholder interviews, and site visits.
