Description:

The purpose of this study was to implement and evaluate a pilot called Enhanced Therapeutic Foster Care (ETFC) program for youth in the child welfare system with histories of juvenile justice involvement and severe mental health problems. Assessment of the pilot program, Together Facing the Challenge, examined fidelity to the ETFC program model, youth outcomes, and analysis of program costs compared to other available treatment options. The target population for the pilot program was youth ages 9 to 18 in the child welfare dependency system with a history of juvenile justice involvement and serious mental/behavioral health problems that meet admission criteria for Florida's Specialized Therapeutic Foster Care.
