Florida's Agency for Health Care Administration (AHCA) began implementing managed behavioral health care in March 1996. For the past seven years, under contract with AHCA, we, at the Louis de la Parte Florida Mental Health Institute (FMHI), have been conducting a series of integrated, multimethod evaluation projects designed to assess the effects of the Prepaid Mental Health Plan (PMHP) demonstrations on access, cost, quality, and outcomes of services relative to alternative managed care arrangements administered through Health Maintenance Organizations (HMOs), and to the traditional fee-forservice (FFS) financing arrangements that are in use in the rest of Florida. In this report, we present the year 2 findings for the demonstration project implemented in November 2001 in the Florida Panhandle region, AHCA Area 1, as well as findings from year 7 of our continuing evaluation of the Prepaid Plan operating in AHCA Area 6, the Tampa Bay region.
