The Florida Agency for Health Care Administration (AHCA) has contracted with the Louis de la Parte Florida Mental Health Institute (FMHI) to conduct several exploratory studies to examine the relationship and interaction of Florida's Medicaid system and the federal Medicare system. This report presents the questions and methodological approaches that were used in this first examination of Florida Medicare data. A significant part of the activities over this two-year project, involved procuring, cleaning, organizing, and understanding the large files of Medicare data reflecting billing in the state of Florida over a one-year period. The data are now compiled into an organized data system that allows integration with other data (i.e., Medicaid) using a uniform service classification approach developed at FMHI.
