Cross system impact of adult substance abuse on adult and children's social services

The purpose of this study was to assist AHCA in evaluating the cross-system impact of parental substance abuse on these adults and their children. In particular, among Medicaid-enrolled adults identified with an "acute need for substance use treatment" (as defined in the Methods section of this report), we sought to characterize short-term involvement (i.e. within 6 months of identification) in the criminal justice and public behavioral health care systems. Moreover, we sought to investigate the extent to which children of these adults with substance use problems were engaged in the child welfare, juvenile justice, and public behavioral health care systems.
